Development radar — Orange County, August 2026

This is the first Development Radar issue for Orange County. In August, the Board of County Commissioners decided at public hearing a set of Future Land Use Map amendments with concurrent rezonings — one approved, one denied, one withdrawn and one continued — and substantial changes to several planned developments, among them the conversion of 362,000 square feet of office to 1,124 multi-family units west of International Drive. In the City of Winter Garden, the Commission's agenda took the Comprehensive Plan 2050 ordinance to first reading and listed recommendations to approve two site plans and a special exception permit. The issue opens with two items left pending from the July review. Every item was verified live against its official document: Winter Garden's agendas and the Board's approved minutes, where the motions are recorded verbatim. Of the twenty-four items in this issue's draft, eighteen cleared the gate; the statuses quoted are verbatim, belong to the date of each meeting and do not anticipate later outcomes.
