Development radar — Osceola County, August 2026
The Development Radar is our monthly digest of what local governments are about to discuss. This issue covers the August 2026 agendas in Kissimmee and St. Cloud, the two largest cities in Osceola County: in Kissimmee, final readings at public hearing of zoning map changes on Hoagland Rd. and Fortune Rd., and Land Development Code text amendments on conditional uses and signs; in St. Cloud, a development agreement for a mixed-use project in the downtown CRA district and amendments to two existing PUDs. These meetings have already been held: what we quote is the status each agenda states, not the outcome. Every item was verified against its official agenda, live — we publish only the ones whose link resolved and whose status appears verbatim on that agenda.
City of Kissimmee
Final readings at public hearing: Hoagland Rd. zoning, commercial vehicles and the Fortune Rd. RPUD (Ordinances #26-09, #26-12 and #26-16)
Status on agenda: “PUBLIC HEARING”
The agenda lists, as final-reading public hearings, Ordinance #26-09, which would change the zoning map on Hoagland Rd. from Short-Term Rental PUD (SRPUD) and Mixed-Use PUD (MUPUD) to Agricultural Conservation (AC) (ZMA-25-0012); Ordinance #26-12, on criteria for commercial vehicles in residential districts; and Ordinance #26-16, which would change the zoning on Fortune Rd. from Multiple Family Medium Density Residential (RC-2) to Residential Planned Unit Development (RPUD) (PUD-26-0003).

City of St. Cloud
Development agreement for a mixed-use project in the downtown CRA district (Resolution 2026-119R)
Status on agenda: “IV. Public Hearing”
The resolution would approve a tri-party agreement between the city, the Community Redevelopment Agency (CRA) and Atlantic Housing Partners, L.L.L.P. for the initial lease, transfer and development of city-owned property in the downtown CRA district, with residential space, commercial space and a parking garage with public spaces, at a cost of $6,710,000 ($6,250,000 from the CRA and $460,000 from the city).

The ordinance would amend the total and developable acreage, number of units, net and gross density, stormwater area, development program, housing types, architectural standards and development conditions for the site north of Revolutionary Way, east of Betsy Ross Lane, south of Neptune Road and west of Old Canoe Creek Road; the agenda notes that a continuance is requested, to a date to be determined.
