The county in the metro
Polk County occupies the I-4 corridor between the Orlando and Tampa metros, with Bartow as its county seat. It is a large, mostly inland county. Per Florida Demographics (based on U.S. Census Bureau data), the estimated 2025 population is 874,790.
Two investment logics coexist here. The western edge, in the Four Corners area (Davenport, ChampionsGate), draws vacation-rental buyers thanks to its proximity to the theme parks in Osceola and Orange, while Lakeland, Winter Haven and the Polk side of Poinciana concentrate demand for annual rentals and primary homes. A lower entry price than in neighboring counties is one reason international capital looks at Polk.

Market profile
Per Redfin, the median sale price in Polk County was US$305,000 in February 2026, down 3.2% year over year. As a conservative working reference — and with no implied appreciation — we use a band of US$300,000 to US$450,000 depending on the area: Lakeland and Poinciana tend to sit at the lower end, while ChampionsGate, Solterra, Four Corners and Davenport's new resort-style communities sit at the upper end.
On short-term rentals (STR): Polk County does not use a short-term rental overlay (STRO) system, so vacation rental is broadly viable in unincorporated Polk, especially in Four Corners-area resort communities such as ChampionsGate, Solterra Resort and Windsor Island Resort. Even so, eligibility depends on the parcel's land-use code (for example, 0000/PUD resort tends to favor STR, while 0100 standard residential may restrict it) and, above all, on the HOA rules (CC&Rs), which prevail. Poinciana (Polk side) is predominantly annual rental, and cities such as Lakeland, Winter Haven, Haines City and Bartow have their own ordinances, generally oriented toward annual rental except in designated zones. STR eligibility is verified property by property, requires a DBPR license, and is never guaranteed.
County practicalities
Assessment is handled by the Polk County Property Appraiser (polkflpa.gov) and collection by the Polk County Tax Collector (polktaxes.com); that is where you review the county property tax and any exemptions. Polk's Tourist Development Tax is 5% on short-term rentals, added on top of state sales tax and remitted to the Tax Collector.
When comparing properties, it helps to understand two recurring costs. A CDD (Community Development District) is a bond that funds a community's infrastructure — roads, drainage, amenities — and appears as a line on the annual property-tax bill until it matures; many new resort-style communities include one. The HOA is the homeowners' association due, which covers common areas and services, along with its covenants and restrictions (CC&Rs). Central Polk Parkway (SR 570 to US 17)
A new four-lane tolled road extending the Central Polk Parkway about 6.5 miles, from Polk Parkway/SR 570 and Winter Lake Road/SR 540 to US 17/SR 35. It is under construction — reported nearly two years ahead of schedule — with US$257 million invested; work started in March 2023 and completion is expected by summer 2027, with some work running through 2029.

Moving I-4 Forward Program (14-mile express-lane expansion)
A multi-project program adding two new express lanes plus a general-use lane in each direction of I-4, with interchange upgrades, bridge work, connectors and local-road widening across roughly 14 miles from west of U.S. 27 to east of World Center Drive/S.R. 536, through Polk, Osceola and Orange. The congestion-relief lanes opened in 2025 and the remaining projects are in design/procurement; the full program, a US$2.5 billion investment, is targeted for completion by summer 2031.

U.S. 27 Widening & I-4 Interchange Improvement (Ernie Caldwell Blvd to Ritchie Rd)
An FDOT project (PD&E and design led by Dewberry) widening U.S. 27 from six to eight lanes, from south of Ernie Caldwell Boulevard to Ritchie Road near the I-4 interchange in the Davenport area. It adds a new two-lane Backage Road, modified I-4 ramps, an auxiliary lane to Champions Gate (CR 532), two roundabouts, restricted crossing U-turns (RCUTs) and grade separation at Home Run Boulevard; construction is expected to begin in July 2026.

SunRail Southern Extension to Polk County (Poinciana to Lakeland)
An FDOT PD&E study to extend SunRail commuter rail from the Poinciana station into Polk County to Lakeland, with up to seven new stations including Haines City, Davenport, Auburndale and Lake Alfred. It is in the Project Development & Environment (PD&E) phase, with a total cost estimated at up to US$850 million; the source projects roughly 315,000 annual riders starting in 2035 and states no construction start date.

Poinciana Parkway (SR 538) Extension to CR 532
A 3.1-mile extension of the Poinciana Parkway (SR 538) as a four-lane expressway in two concurrent segments (1.9 and 1.2 miles), with an interchange at US 17/92, tolled ramps at CR 532 and nearly half a mile of bridging over wetlands in the Reedy Creek Mitigation Bank. It is in the design phase and is one of the expansion corridors in the FY2026-2030 Work Plan; the source states no completion date.

Brightline Orlando–Tampa Extension (Phase 3)
A proposed extension of Brightline's higher-speed intercity rail from Orlando International Airport to Tampa, planned along the I-4 corridor (which runs through Polk). It is at the announcement/financing stage — not under construction; Brightline proposed issuing up to US$400 million in bonds through the Florida Development Finance Corporation, with no confirmed start date.
